Price - Obviously price is a major plus here. If you're on a budget it's very hard to find a motorized treadmill for under $500. This makes the Proform 400X popular with budget conscious buyers.

Weaknesses:
While the price is good - you do get what you pay for, which isn't much. The belt at only 16" x 50" is one of the smallest treadbelts on the market. If you're taller, you'll probably feel like you're falling off the treadmill.
